Pluses - cleaning up a decaying area, getting rid of drugs and gangs in crime-ridden poor neighborhoods. Nicer neighborhoods closer to the city meaning shorter commutes and less traffic and pollution, bringing old houses that are crumbling new life or getting rid of eyesores that are used for crack houses and squatters and replacing them with nice new homes or condos with businesses on the ground floor. Bigger Property tax base means that schools and community services get beefed up.
Minuses - less diversity. the breakdown of the community, higher prices mean higher property taxes and that pushes out the familiys that can barely afford their mortgages and the rents go up so that those people have to move.
Usually these people are the low income people who rely on social services and public transit, making their lives more difficult with the transition out of the neighbor hood.
