If every country was required to cash out, which country would come out on top on a per capita basis?

Question: Assets minus all debts. This would include the debts of the people to their government which would, at the time of this calculation, be uncollectable and not an asset to the government.

Is there a possibility to calculate such a number?
Answers: I saw a documentary on Iraq and apparently they are doing very well. The people are looked after because the country has so much to pass around. Houses, Cars, etc.
I have heard some of the Arab states do quite well. Not to mention countries like Japan.
CHINA,baby! good luck on collecting, though!
