Last I heard it was Michigan. I heard it on Jeopardy. They had the highest percentage of registered voters per capita out of all 50 states
I don't remember which one state has the highest rate of all, but I seem to recall that Maine, Minnesota, and South Dakota have tended to have the highest turnout rates.
Now matter what state it is in the US it falls far below both Iraq and Afghanistan when it comes to national elections.

Consider this--According to census figures only about 11% of the population cannot vote because they are under age. The US has about 300Million people living here. Take out that 11% and you are down to 267 million people. Knock off about 2% who are uneligible for various reasons and you still have about 260M who could be voting.

Look at recent national elections. How many of the 260M voted? Less than 60%. Those are split pretty evenly between Democrats and Republicans. All I can say is Democrats AND Republicans had better hope someone doesn't figure out how to energize that 40% or they will be in second and third place.

Come to think about it, wouldn't that be great if a third party came on the scene? Neither the new third party nor the Democrats or Republicans would have enough to run over everyone else. They would have to start developing concensus on how to solve problems. They couldn't afford to go bad mouthing other parties. The would have to remember the toes you step on today may be connected to the A$$ you have to kiss tomorrow.
